Why Petrol Prices Differ So Much Between Countries
Subsidies
Oil-rich states like Kuwait and Iran use public money to keep pump prices far below the real cost of fuel.
Taxes and levies
Levies, sales tax and duties can make up a large share of the pump price in countries like Pakistan and India.
Import dependence
Countries that import most of their fuel feel every move in global crude prices and freight costs.
Exchange rates
Oil is bought in US dollars, so a weaker local currency makes every litre more expensive.

International Fuel Price FAQs
Among the countries we track, Iran is the cheapest: private cars get 60 litres a month at 15,000 rials per litre, which is less than Rs 5. In the Gulf, Kuwait is cheapest at 85 fils per litre for Premium 91, about Rs 76.
Gulf states such as Kuwait, Saudi Arabia and Qatar produce their own oil and keep prices low through subsidies or price caps. Pakistan imports most of its fuel and adds a petroleum levy and other taxes, so every litre costs more.
At about Rs 278 per US dollar, Saudi Gasoline 91 (SAR 2.18) costs roughly Rs 162 per litre, and UAE Special 95 (AED 3.69) roughly Rs 279.
The UAE, Qatar, Oman, Bahrain, Bangladesh and Sri Lanka revise prices monthly. Kuwait reviews quarterly. China adjusts every 10 working days. India and Pakistan can change daily.
Delhi petrol at ₹102.12 is about Rs 297 per litre, which is lower than Pakistan’s current price of around Rs 390. Prices in India vary by state because of different VAT rates.
