What is OGRA?

The Oil and Gas Regulatory Authority (OGRA) is the federal body responsible for regulating the midstream and downstream petroleum industry in Pakistan. Established on March 28, 2002, under the OGRA Ordinance, its primary objective is to “foster competition, increase private investment and ownership … protect the public interest while respecting individual rights and provide effective and efficient regulations”.

The Authority has the exclusive power to grant licenses and regulate activities in the Natural Gas, Compressed Natural Gas (CNG), Liquefied Petroleum Gas (LPG), Liquefied Natural Gas (LNG), and Oil sectors.

OGRA’s Role in Fuel Pricing

Every fortnight, OGRA calculates the recommended prices for petroleum products based on the average Platts benchmark prices for petrol and diesel, adjustments for the US Dollar exchange rate, import freight charges, marketing and dealer margins, and the federal petroleum levy. This calculation is then forwarded to the Finance Division, which consults with the Prime Minister before notifying the official fuel prices. Once approved, OGRA officially notifies the maximum sale prices for products like Petrol, Diesel, Kerosene, Light Diesel Oil (LDO), and LPG for the upcoming fortnight.

When OGRA announces a petroleum price notification, it communicates the Ex-Depot Price. This is the cost of the fuel as it sits in the massive storage tanks of the Oil Marketing Companies (OMCs). It does not include the logistics cost of transporting the fuel from the depot to the petrol pump, which is why you may see a difference of Rs 1-2 per liter at your local station.

OGRA is a government body. It is an autonomous, statutory body under the Cabinet Division, established by the federal government. Although it's classified as an "independent authority" with special regulatory powers, key appointments, like those of the Chairman and members, are made directly by the federal government.

The composition of OGRA can change, but currently includes:

  • Member (Gas) & Vice ChairmanShahzad Iqbal. He has been serving as the acting chairman. His contract is for three years.

  • Member (Oil)Zain ul Abideen Qureshi.

  • Member (Finance)Mr. Shakeel Ahmed. His appointment is for a two-year period.

The Chairman position is currently vacant, with no replacement notified.
