How Saudi Aramco Sets Fuel Prices

Saudi Aramco, the state-owned oil company, reviews petrol prices every month. Since July 2021, however, Gasoline 91 and 95 have been held under a government ceiling. When global prices would push them higher, the state absorbs the difference, which is why these two prices have not moved for more than five years.

Diesel follows a different path. It is reviewed once a year in January under a gradual, cost-reflective reform, so it tends to rise a little each year. Gasoline 98 is the only grade that moves with the market month to month.

Key price changes

Jul 2021Royal directive caps 91 at SAR 2.18 and 95 at SAR 2.33. July’s market prices (2.28 and 2.44) are never charged.
Jan 2026Gasoline 98 launched at SAR 4.51. Diesel rises from SAR 1.66 to 1.79 in its annual review.
Sep 2026Gasoline 98 rises to SAR 4.64. 91, 95 and diesel unchanged.

Green, Red or 98: Which Fuel Should You Use?

Saudi pumps are colour-coded, so you can tell the grades apart at a glance:

  • Green pump, Gasoline 91: the right choice for most everyday cars, taxis and pickups.
  • Red pump, Gasoline 95: for newer, turbocharged or European-spec cars that specify 95 octane.
  • Gasoline 98: only for high-performance and luxury cars that require it. At twice the price of 91, using it in an ordinary car wastes money without improving performance.

Not sure? Check the sticker inside your fuel cap or the owner’s manual.

Saudi Arabia vs Pakistan and the Gulf

A litre of Gasoline 91 in Saudi Arabia costs roughly Rs 162. Petrol in Pakistan is around Rs 390 and changes daily, so Pakistani drivers pay about 2.4 times more per litre. Pakistan imports most of its fuel and adds a petroleum levy, while Saudi Arabia produces its own oil and caps the price.

Tips for Pakistani Drivers in Saudi Arabia

  • Stick to 91 unless your car needs more. On a 50-litre tank, 95 costs about SAR 7.50 more per fill than 91, and 98 about SAR 123 more.
  • Don’t wait for a price drop on 91 or 95. Both are capped, so they won’t fall with global oil prices. Only 98 moves monthly.
  • Check prices after the 10th. If you drive a car that needs 98, Aramco’s monthly update on the 10th tells you next month’s cost.
  • Keep your receipts if your employer reimburses fuel. Prices are identical nationwide, so receipts are easy to verify.
